William "Bill" Perry has more than 40 years of progressively responsible program management, project management, and project controls experience, with emphasis on commercial management, dispute resolution, expert claims analysis, expert testimony, labor inefficiency analysis, schedule delay and disruption analysis, and delay and disruption damages assessment and cost analysis. Bill's hands-on approach to facilitating dispute resolution has enabled him to successfully resolve hundreds of millions of dollars worth of construction disputes without litigation across the United States, Canada, China, Cyprus, Morocco, and South Africa.

Throughout his career, Bill has served as a designer, a general contractor, an owner, an owner's representative, a general contractor's representative, a subcontractor's representative, and an engineer/architect's representative. He has accumulated significant experience in a variety of water, wastewater, infrastructure, biopharma, and architectural projects, both private and public. He is also the former head of the construction claims consulting group Perry Associates, LLC.

Bill has performed program management duties, including program management planning, risk management planning, Owner Controlled Insurance Program (OCIP) program development, changes and claims process development and management, master schedule development and monitoring, program budget development and tracking, and contract terms development and administration. He has also performed project construction management, including contract administration, dispute resolution, analysis and resolution of change orders and claims involving delay and disruption, labor efficiencies, equitable adjustments, time entitlement analysis, merit determination, and schedule delay and disruption mitigation analysis. Bill has been a testifying expert in state court claims evaluation, schedule delay, and disruption damages assessment. He has participated in several arbitrations, mediations, dispute review board presentations, and partnering sessions at various levels. Bill has also performed change administration and negotiation, correspondence review and response, litigation strategy, and support.

Bill is a Managing Director in the Construction Advisory Services group and specializes in claims preparation and analysis, expert testimony, project/program management, and contractor reviews on complex projects, with a strong emphasis on roads, tunnels, and bridges, as well as experience in educational institutions from universities to high schools, US embassies, and water/wastewater cleanup.

Bill received a Bachelor of Science in Civil Engineering from Northeastern University. He holds a Certificate in Introduction to Accounting, a Certificate in Financial Records & Journals, and a Certificate in Accounting for Payrolls, Benefits, and Taxes, all from Bentley University.
